Worldwide: COVID-19 and Educational Access

(5 October 2020) By late March 2020, educational institutions globally were partially or completely shut down to help contain the spread of COVID-19. Combined with similar approaches from businesses in addition to social distancing, masks and other measures, only temporary containment of the virus was achieved for many countries, COVID case counts resurging for many as restrictions were lifted. Today, hopes for summer and fall 'business as usual' for the world's students have been left unfulfilled. According to UNESCO, educational institutions in 52 countries were closed due to COVID-19 as of September 30, 2020.  Schools and universities in an additional 44 countries are partially closed.Based on UNESCO estimates of the operational status of educational institutions and enrollment of students in pre-primary, primary, secondary, and tertiary education, we estimate that almost 1 billion learners today are directly affected by COVID-19 pandemic closures, which is more than half of all students globally.

US Election Wildcard: Education

(4 September 2020) Whether you're talking about trade school, associates, or other higher education degrees, the more educated the members of a society, the better. And, yet, President Trump could have cause to not only disagree but to be concerned. The failure of pollsters to adequately account for educational attainment leading into the 2016 US presidential election contributed to a bias in favor of a win for the Democratic Party.  2016 US election exit polls showed that 34 percent of voters were whites without a college degree, however, according to a post-election study of voter registration files from Pew Research, this group accounted for 45 percent of all US voters.US Census data shows that between the 2004 and 2016 elections the share of US voters with a college degree increased from 34 percent to 40 percent. If this trend continues, voters with a college degree will account for 43 percent of all US voters this November. And, in potential swing states, the share of voters with a college degree will increase from 31-48 percent in 2016 to 33-52 percent in 2020. That means, on average, voters with a college degree will account for more than 41 percent of voters in potential swing states compared to 38 percent in 2016. Given that President Trump's electorate base from an education lens is strongest among Americans with a high school degree or less, the question is who turns out to vote. The Economist / YouGov poll featured below confirms the strong, persistent polarization of US voters by the level of educational attainment. Trump has the advantage over Biden only among voters with high school education attainment or less. Will they be mobilized to get to the polls (or mail in their ballots) come November?

US Prison Costs Grossly Exceed Public Education Spending //knoema.de/odgnikf/us-prison-costs-grossly-exceed-public-education-spending 2020-08-07T11:49:40Z Alex Kulikov knoema.de://knoema.de/user/1847910
US Prison Costs Grossly Exceed Public Education Spending

The decrease in the national crime rate in the US during the past two decades was insufficient to offset the cost to US taxpayers to manage prisons because of the simultaneous increase in the rate of incarceration during the period. Between 1991 and 2013, the national crime rate fell from 1,311 to 689 offenses per 100,000 people. In absolute terms, 8.5 million fewer crimes were committed in 2013 compared to 1991. While the crime rate decreased, the number of state inmates grew by 200 percent nationwide, reaching a total incarcerated population of 1.6 million in 2008. Another 723,131 inmates were confined in local jails for a total adult inmate population of 2.3 million, or roughly 1 in 100 adults in the United States. These trends in US criminal justice have come at a cost to American taxpayers. State corrections budgets have nearly quadrupled in the past two decades. Despite this alarming figure, official correction budgets account for only a portion of the financial obligations a state incurs when it sentences an individual to prison. The Vera Institute of Justice estimates that the total taxpayer cost of prisons, including additional indirect costs that fall outside correction budgets, was $39 billion in 2010. This is $5.4 billion more than official $33.5 billion total spending of state correction departments. These indirect costs vary widely, according to the Vera Institute, from 1 percent of the total cost of prisons in Arizona to 34 percent in Connecticut. The relative modern day cost of incarceration in the US relative to public expenditures on elementary-secondary education strongly supports social policy planning that puts education first. Assuming that the total number of people imprisoned in the United States was 1.2 million in 2010, the average per-inmate cost was $31,286 and ranged from $14,603 in Kentucky to $60,076 in New York. In contrast, the US government spent $602 billion on the nearly 50 million elementary-secondary students in public schools in the US in 2010, or about $12,800 per student, according to the US Census Bureau. This is more than two times less than was spent on average per inmate.

United States: Higher Education Costs Flat in 2018 //knoema.de/ydoipxb/united-states-higher-education-costs-flat-in-2018 2020-03-27T19:02:56Z Alex Kulikov knoema.de://knoema.de/user/1847910
United States: Higher Education Costs Flat in 2018

In 2018, not only did tuition rates for US higher education hold relatively flat, but US state and local government spending on higher education grew in line with inflation for a total contribution of $99 billion, according to the State Higher Education Executive Officers Association. Government funding for higher education tumbled in the aftermath of the 2007-2008 global financial crisis, but has since rebounded, growing approximately 20 percent in the last 5 years.   Some would argue that while these trends are positive, they are not enough. With an increasing focus on affordable higher education, the question then becomes one of how to protect funding for education and/or identifying additional streams of funding that can help offset tuition fees, for the greater good of the students and the US economy.US post-secondary education remains costly, pushing students to rely on education loans. In 27 states—out of 50 states and the District of Colombia—public higher education finances depend more on tuition (paid by the student) than government educational appropriations. The cost of education has direct economic costs as well. In the US, earnings depend significantly on educational achievement. An advanced degree will earn you nearly twice your peer without the degree, and yet while the share of Americans with a degree is increasing, only about 40 percent of US adults currently hold a post-secondary degree (associate, bachelor, or graduate).

Fertility rate and school enrollment among women

During last 3 decades fertility rate decreased from 3.7 to 2.5 children per woman. Why do woman give less births today compared to 90s and 80s? Actually there are many different reasons. And one of them is education. The more women are engaged in education the less is the fertility rate. The highest fertility rates now are in African countries, where only about 20% of women get secondary education. On the contrary, in developed countries, where school enrollment rate among women is almost 100%, fertility rate is below 2 children per woman.

Academic Ranking of World Universities

Since 2003 until now Academic Ranking of World Universities (ARWU) conciders about 1000 universities all over the world in ordet to build ranking of 500 ones with the highest performance in academic and research fields. Its methodology implies assessing institutions by 6 indicators including alumni (Score on Alumni) and staff (Score on Award) winning Nobel Prizes and Fields Medals, highly cited researchers (Score on HiCi), papers published in Nature and Science (Score on N&S), papers indexed in major citation indices (Score on PUB), and the per capita academic performance of an institution (Score on PCP). In each field the best performing university is assigned 100 and the scores of the others are calculated as the percentage of the top. Performance by each indicator is given weight for the compound score (Total Score) to be obtained: Alumni - 10%, Award - 20%, HiCi - 20%, N&S - 20%, PUB - 20%, PCP - 10%. World's Best Universities in Computer Science

ETH Zurich, the Swiss Federal Institute of Technology, claimed the top spot in the 2016-2017 Times Higher Education World University Ranking of computer science institutions based on its strong performance across all three pillars of the overall score. In teaching alone, the university gained three positions since last year’s ranking. The university is now the only institution from outside the US and the UK to emerge among the top 10 in the overall world university ranking and the top 5 in one of the eight subject-matter rankings. The traditional dominance of world renowned Anglo-American universities is less distinct in computer science—a subject newly added to the ranking this year—as compared to the other subjects covered by the ranking. Only 37 universities of the top 100 are American or British, a figure that is lower than in any other subject. In addition, not only does a Swiss university claim the top spot, but 23 additional countries share the eminent top 100. Moreover, some institutions from outside the top 100 and even the top 200 of the world universities ranking are among the best universities in computer science. For example, the Indian Institute of Technology Bombay ranked 82 in the computer science ranking and 400 in the overall world university ranking. The emergence of ETH Zurich as the leading computer science academic institutions tests the relevance of the rankings for the financial sustainability and reputational growth of these institutions. Despite "generous funding" from the Swiss government and producing 20  Nobel Prize Laureates, including Albert Einstein, the university has a relatively weak ability to attract funding in the commercial marketplace. The university's industry income score slumped considerably in the 2016-2017 ranking compared to the previous year even as it outperformed in other areas.

The CWUR World University Rankings

World university rankings are lists of higher education institutions ordered using a combination of indicators. Some rankings rely mainly on research indicators, while others place a great deal of emphasis on opinion based surveys. Up to now, there has been no ranking measuring the quality of the learning environment as well as research without relying on surveys and university data submissions. The CWUR ranking measures the quality of education and training of students as well as the prestige of the faculty and the quality of their research could be constructed based solely on verifiable data. The results show that in addition to research performance, the quality of an institution’s alumni significantly affects its ranking. The indicators used to quantify these aspects are chosen to be robust against manipulation. The results of this study will be of interest to students, academics, university administrators, and government officials from around the world. Which university degrees give the best financial returns?

The world's top economies increasingly depend on skilled workers, with college graduates in high demand. A report from the research firm PayScale provides calculations on the returns to higher education in US universities. Its authors compare the career earnings of college graduates with the present-day cost of a degree at their universities. Top universities may be growing ever more selective, but the returns on a college degree still depend far more on field of study than the choosiness of the university itself, according to PayScale. Engineering and computer-science students earn most, achieving an impressive 20-year annualised return of 12% (the S&P 500 managed just 7.8%). Engineers were also least dependent on institutional prestige: graduates from less-selective schools experienced only a slight decrease in average returns. Business and economics degrees also pay well, delivering a solid 8.7% average return. Courses in arts or the humanities may pay intellectual dividends but provide more mixed economic returns. Students concerned about their financial outlook should worry less about their school's rank and spend more time brushing up on maths.

HDI is considered a better measure of a country's progress than income growth.   On the positive side, India's HDI has risen by 1.7% annually since 1980. The report lauds India's contribution by way of its spillover development effect on other countries. For instance, it points out that Indian firms have been supplying affordable medicines, medical equipment and information and communication technology to other poorer countries.   2) It estimates that by 2020, the combined economic output of the three leading developing countries India, Brazil and China will surpass the aggregate production of Canada, France, Germany, Italy, the United Kingdom and the United States.

Education vs Prison Costs in the United States

Educating a student costs a lot of money, but incarcerating someone in the United States costs much more because of the required 24/7 care and supervision of prisoners. The data from the 40 US states with operating prisons in 2010 reveals just how much money the US government spent on the incarcerated in contrast to elementary/secondary school students. Progress Towards Europe 2020 Headline Targets: Early Leavers from Education and Training

Europe is steadily approaching its headline target for 2020, which envisages reducing the rate of 'early leavers from education and training' to less than 10 percent. The indicator is measured by the share of 18 to 24 year olds who have at most lower secondary education and are not in further education and training. The value has consistently declined since 2008 for both men and women, decreasing from 14.6 percent in 2008 to 11.2 percent in 2014.  Main page: Progress towards Europe 2020 headline targets

Progress Towards Europe 2020 Headline Targets: Tertiary Educational Attainment

The share of 30 to 34 year old persons who have attained tertiary education has continuously increased since 2008, from 31.2% to 37.9% in 2014. The EU seems to be on track to meet its target which is to increase this share to at least 40% by 2020. However, the shares of men and women are converging towards the target at different paces. Data show that the growth of tertiary graduates has been considerably faster for women. This share reached the Europe 2020 target value already eight years in advance and continues to increase (42.3% in 2014). For men, progress has been slower: by 2014, only 33.6% of 30 to 34 year old men had attained tertiary education. Main page: Progress towards Europe 2020 headline targets

Financial Times presents new version of ranking. The data involve indicators which usually being considered by enrollees while choosing univercity and programme. In our dashboard some of them are vizualized. Although the headline ranking figures show changes in the data year to year, the pattern of clustering among the schools is equally significant. Some 215 points separate the top programme, University of St Gallen, from the school ranked number 80. The top 12 participants, from University of St Gallen to Esade Business School, form the top group of Masters in Management providers. The second group, headed by WU (Vienna University of Economics and Business), spans schools ranked 13th to 41st. Differences between schools are small within this group. The 26 schools within the third group headed by Kozminski University are similarly close together. The remaining 13 schools headed by Corvinus University of Budapest make up the fourth group. The Human Capital Report

Talent, not capital, will be the key factor linking innovation, competitiveness and growth in the 21st century, and we must each understand better the global talent value chain. Better data and metrics are critical to this understanding. The Human Capital Index quantifies how countries are developing and deploying their human capital and tracks progress over time. This Report provides comprehensive information on the talent base in each country, including information on education levels of the employed, unemployed and the inactive members of the population as well as the specific qualifications of the latest entrants to the workforce. The Human Capital Index measures countries’ ability to maximize and leverage their human capital endowment. The index assesses Learning and Employment  outcomes across 5 distinct age groups, on a scale from 0 (worst) to 100 (best), and assesses 124 economies.  To estimare the index score 4 pillars are took into account: a) Education (Access, Quality, Attainment), b) Health and Wellness (Survival, Health, Well-being, Sevices), c) Workforce and Employment (Perticapation, Talent, Training), d) Enabling Environment (Infrastructure, Collaboration, Legal Framework, Social Mobility)  The Methodology is avaliable on World Economic Forum Portal Too see all data please visit: The Human Capital Report, 2015

The Social Progress Index

The Social Progress Index is the result of a two-year process guided by a stellar team of experts which includes, among the others, renowned economists Hernando de Soto and Michael Porter and the president of The Rockefeller Foundation Dr. Judith Rodin. The Index synthesizes a huge body of research to identify the dimensions of performance of societies and measure the social progress comprehensively and rigorously.    The Index has been structured around 12 components and 54 distinct indicators consolidated into three dimensions of Social Progress: Basic Human Needs, Foundations of Wellbeing, and Opportunity. The first dimension, Basic Human Needs, assesses how well a country provides for its people’s essential needs by measuring whether people have enough food and are receiving basic medical care, if they have access to safe drinking water, if they have access to adequate housing with basic utilities, and if they are safe and secure.    Foundations of Wellbeing measures whether a population has access to basic education, ideas and information from both inside and outside their own country, and if they have more than basic healthcare and can live healthy lives. This dimension also measures a country’s protection of air, water, and land, resources critical for current and future wellbeing.    The final dimension, Opportunity, measures the degree to which a country’s population is free of restrictions on its rights and its people are able to make their own personal decisions, and whether prejudices or hostilities within a society prohibit individuals from reaching their potential. This dimension also includes the degree to which advanced education is accessible to all those in a country who wish to further their knowledge and skills.    Together, this interrelated set of factors produce a given level of social progress as an overall index score. You can explore various countries' developments by selecting the desired index component or indicator in the table. Use the map to select the country of interest and see its detailed socioeconomic profile

Level of Education across the World by 2050

Education Levels by Estimate Type (Value) | Education Levels by Estimate Type (%) | Estimate Types by Education Level (Value) | Estimate Types by Education Level (%) Present dashboard is aimed at providing comprehensive visual analysis of the dataset developed on the basis of the research "Projection of populations by level of educational attainment, age, and sex for 120 countries for 2005-2050" (Samir KC et al., 2010) (http://www.demographic-research.org/volumes/vol22/15/22-15.pdf). The full dataset is available through the link below. The four categories of educational attainment are based on International Standard Classification of Education (ISCED 1997). They are: no education (E1) - no formal education or less than one year primary; primary (E2) - uncompleted primary, completed primary (ISCED 1), and uncompleted lower secondary; secondary (E3) - completed lower secondary (ISCED 2), uncompleted and completed higher secondary (ISCED 3/4), and uncompleted tertiary education; tertiary (E4) - completed tertiary education (ISCED 5/6). Education scenarios illustrate different situations resulting from various policy environments and trends of global human capital. Constant enrollment number (CEN) is a worst-case variant, which assumes that the number of population groups by gender transiting from one education level to another remains constant over time. Constant enrollment ratio (CER) scenario is similar to the previous one but instead of constant number of population groups it assumes constant proportion of population groups by gender. In the global education trend (GET) scenario future development of a country's education level is based on historical global trend. The fast-track (FT) scenario, which is, in contrast to CEN, an optimistic one, assumes that countries accelerate rate of growth of educational development if they do not meet certain stated targets in attainment by certain years. Investment in Education

Costs of higher education continue to soar to new highs, while high school graduate programs promise the moon and a meteoric career. Meanwhile lots of high school graduates have forced into financial bondage to banks or even bankruptcy because of student loans. Does earning a degree pay off long-term?
